What is the issue?

None of the "tag:" entries in the Preview Rules dropdown show the correct ACLs for that tag. As far as I can tell, what it's showing is random. For exmaple:

tag:arbor should have nothing to do with tag:devtest according to the ACL rules

The actual ACL rules appear to work as intended, this is only a display issue

Steps to reproduce

Go to the Admin Panel > Access Controls > Preview rules and select any "tag:" entry

Are there any recent changes that introduced the issue?
