Describe the bug
Once uninstall the Tailscale interface (from Device Manager -> Network adapters -> Tailscale Interface, right-click uninstall), a re-install will not install the network adapters.
Tried 1.4.4, 1.5.58(unstable) installer. Tried also remove two tmp folders under system32 and users to no avail. Tried restart windows, no effect.

To Reproduce
Steps to reproduce the behavior:

1. Uninstall interface in the device manager
2. Reinstall Tailscale

Expected behavior
Tailscale installer should install its network interface.

Version information:

• Device: laptop
• OS: Windows
• OS version: Windows 10 Pro 19042
• Tailscale version: 1.4.4, 1.5.58
