Updated the tutorial for the Constrained optimization of the RAE2822 airfoil to reflect the changes in the fixed cl mode. I also included a detailed description of how the fixed CL mode operates
I also changed a few other tutorials to reflect the recent changes in the DV definitions that were pulled into the develop branch. Everything is now consistent.
