Added a French dictionary and fixed the positioning logic for error reporting of replacement words.

It is better to add this and the changes below to a fixture inside of cspall-lib: cspell-lib/fixtures/features/substitutions and add a test to cspell-lib/src/lib/textValidation/docValidator.test.ts
