I disabled the Hashtag Service, assuming that it would, therefore, not ever run the Hashtag Scan, because I suspect the Hashtag Scan to be causing my OneNote to lock up. You (@stevencohn) suggested that this may be because of possibly corrupt old OneNote section files.
However, just before 10:49 am, I saw a notification pop up telling me that the Hashtag Scan was beginning. And this was after having exited and restarted OneNote several times since disabling the Hashtag Service. In fact, the OneMore logs show that OneMore acknowledged that ..hashtag service is disabled multiple different times, upon restarting OneNote.
I was not quick enough to get a screenshot of the notification (although I assume you know what it looks like), but I did get a screenshot of the Windows Task Tray icon indicating that it was scanning.
Disable Hashtag Service in Settings.
Restart OneNote.
Keep using OneNote, experimenting with other OneMore features.

Don't run the Hashtag Scan when it is disabled.

Problem to Solve
I disabled the Hashtag Service, assuming that it would, therefore, not ever run the Hashtag Scan, because I suspect the Hashtag Scan to be causing my OneNote to lock up. You (@stevencohn) suggested that this may be because of possibly corrupt old OneNote section files.
However, just before 10:49 am, I saw a notification pop up telling me that the Hashtag Scan was beginning. And this was after having exited and restarted OneNote several times since disabling the Hashtag Service. In fact, the OneMore logs show that OneMore acknowledged that
..hashtag service is disabledmultiple different times, upon restarting OneNote.I was not quick enough to get a screenshot of the notification (although I assume you know what it looks like), but I did get a screenshot of the Windows Task Tray icon indicating that it was scanning.
To Reproduce
Disable Hashtag Service in Settings.
Restart OneNote.
Keep using OneNote, experimenting with other OneMore features.
After a few hours, the notification will pop up telling you that the Hashtag scanning is happening anyway.
Expected Behavior
Don't run the Hashtag Scan when it is disabled.
