What

This branch is based off of https://github.com/stellar/stellar-cli/tree/p23, since it relies on the rs-stellar-rpc-client, which is up-to-date with p23.

Closes #1912

stellar fee-stats

Max Soroban Inclusion Fee: 100
Max Inclusion Fee: 100
Latest Ledger: 464493

For more details use --output flag with 'json' or 'json-formatted'

Why

Allows a user to fetch fee stats from the network from the CLI.
