What did you do?

Click the Modify Table dialog.

What did you expect to see?

The lower SQL editor in read-only mode.

What did you see instead?

I can write in the lower SQL editor.

This worked well in 3.10.2 and apparently nothing has changed. Moreover, the Edit Index dialog is set up in the same way and still works.
