Shell fails with stream deploy using properties

Essentially we get:
```
dataflow:>stream deploy --name ticktock --properties "deployer.time.cloudfoundry.javaOpts=-Duser.timezone=America/New_York"
You cannot specify both '--properties' and '--propertiesFile'
```

There looks to be missing setting for `--properties` which got broken with refactoring.
