This was discussed over on #2605
The basic gist is that the data was somewhat inconsistent and to be aligned better around our Jdk build usage, recently moved into just matching the usage. However, it would be better and more accurate to condense these back into main packages and remove the gradle support for same with usage of junit 5 checks on what jdk they actually work or don't work with going forwards.
Expectation is to do this post merge of #2605. This likely will be done after 4.8.0 spotbugs release as not critical.
