Unable to use spack checksum to confirm the sha256 values but can spack install and spack fetch the new versions.

@tldahlgren I was looking at this too, it's trying to fetch from

http://gforge.inria.fr/frs/download.php/latestfile/298/scotch_6.1.1_esmumps.tar.gz

when the correct URL should be

http://gforge.inria.fr/frs/download.php/latestfile/298/scotch_6.1.1.tar.gz

should probably update the recipe to use https if possible, too

Yes, I tried a few tweaks to the method but they did not help though I didn't dig into it very deeply.

Excellent point. Perhaps in another PR since I already merged this one? (Reverting will just create another PR anyway.)
