Fixes GRAPH-648 (hopefully)
The scheduler interval for syntactic indexing job was incorrect.
I'm only assuming this will help – Robert suggested deploying this and testing, as from the cursory glance at the code it shouldn't produce any metrics apart from the invocation count, because the feature is disabled on dotcom
