Relates to https://linear.app/sourcegraph/issue/REL-79/service-definition-embeddings, but does not close it. I need this for https://linear.app/sourcegraph/issue/REL-83/service-definition-worker, since some of the logic I need to port over from helm depends on whether embeddings is enabled.
