[Backport 5.0] Make endpoint configurable for OpenAI completions client#52601

This makes it possible to switch to an alternative OpenAI compatible endpoint, in line with what we allow for anthropic as well. ## Test plan Manual test. (cherry picked from commit 808a17b)
