Check if tee is available in image

Today when running the native ssbc image, `tee` is required in order to get the logs from the `run` step. We should investigate and potentially add a check to ensure the dependency is present on the image.

- Determine if and how `tee` can be validated to be on the image
    - Maybe something in the `run.Pre` function?
- Make any necessary code changes
