Site-admin cannot see Code Monitors created by other users.
Troubleshooting user code insights issues is difficult because admins cannot view the users created code monitor.
The customer would like to be able to see existing Code Monitors via the UI (the same way I can see Code Insights or Batch Changes that were created by users) and having metrics in Prometheus/Grafana.
