In batch changes, we let admins configure rollout windows. Users won't see any of that before they roll something out and it lands in the scheduled state. Then, we show when the individual changeset is likely due, but not what the global configuration is, or that there's a limit at all prior to that.

Add a banner somewhere before the apply step to inform that a rate limit is in place
Make the rate limit accessible to non-site-admins, probably in the batch changes settings page as read-only?
