Steps to Reproduce

Running test_pretest.py fails with the following error:

test_pretest.py::test_update_saithrift_ptf[nfc405-7] - Failed: Download failed/error while installing python saithrift package: http://dist.aristanetworks.com/mssonic-public-pipelines/Azure.sonic-buildimage.official.broadcom/master/broadcom/latest/target/debs/bookworm/python-saithrift_0.9.4_amd64.deb

It fails at a line introduced by #19528 PR. test_pretest.py passes after reverting the PR.

Impact of this regression

Can't run test_pretest.py, which is a predicate for sonic-mgmt runs.
