#### Why I did it
Use the flag to limit discovery to queues with buffers configured.
(Reduces discovery time under the threshold)

Add create_only_config_db_buffers.json in the platform folder.

#### How to verify it
config reload -y
1. Check the following logs:
"can't provide the statisticcan't provide the statistic"
"NOTICE syncd#SDK: :- threadFunction: time span.*ms for"
2. show queue counters
counterpoll show
