Why I did it

Submodule update for sonic-utilities with following change:

1dacb7f Replace pyswsssdk with swsscommon (#2251) 
8e5d478 [ssip]: Add CLI (#2191)
ea11b22 [sonic-bootchart] add sonic-bootchart (#2195)

#10991 must be merged prior to this one to avoid CI failures

Because the CI fix PR #10991 already contains every change in this PR, so after that PR merged, this PR will close without merge.
