Description of the enhancement

When orchagent_restart_check finishes, orchagent is frozen for warm-reboot operation.
In case subsequent warm-reboot operations fail, there's no way to unpause orchagent.
The device must be restarted in cold mode.
This enhancement is even more useful for multi-ASIC devices - e.g.: 3 ASICs succeeded, 1 ASIC failed - there should be a way to unfreeze 3 healthy orchagents.

Current Behavior

Only freeze operation is supported by orchagent_restart_check.
