Updated CONTRIBUTING.md to clarify our expectations for changes and to ensure collaboration before work is done. Added CODE_OF_CONDUCT.md and Contributor-Agreement.md. Updated the PR template to point to CONTRIBUTING.md and CODE_OF_CONDUCT.md.

Updated CONTRIBUTING.md to clarify our expectations for changes and to ensure collaboration before work is done.
Added CODE_OF_CONDUCT.md and Contributor-Agreement.md. (Although the
license/clacheck will be enabled at a later date when we have time)Updated the PR template to point to CONTRIBUTING.md and CODE_OF_CONDUCT.md.
