gh skill の新バージョンで update サブコマンドの --agent / --scope フラグが廃止され、 インストール済みスキルのディレクトリを自動検出するようになったため、 skills-update タスクのコマンドを修正した。 Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>

gh skill updateは初期実装（cli/cli#13165）から--agent/--scopeフラグを持っておらず、インストール済みスキルのディレクトリを自動検出する仕様だったskills-updateタスクのコマンドをgh skill update --allに修正した
