This commit removes the legacy Bullseye repositories and uses the default ones because the newer versions of goreleaser-cross use Ubuntu 24.04. It also fixes an error in the current images, which do not include the Windows ARM64 compiler.

This commit removes the legacy Bullseye repositories and uses the default ones because the newer versions of goreleaser-cross use Ubuntu 24.04.
It also fixes an error in the current images, which do not include the Windows ARM64 compiler.
Note that Ubuntu 24.04 uses libc6 2.39, meaning that OS using the CGO version would require at least that version.
