Bump various package versions in requirements/main.txt, including: - Babel from 2.16.0 to 2.17.0 - boto3/botocore from 1.35.92 to 1.36.17 - certifi from 2024.12.14 to 2025.1.31 - cryptography from 44.0.0 to 44.0.1 - Flask-Limiter from 3.9.2 to 3.10.1 - and several other minor version updates
Update development requirements with newer package versions: - pytest from 7.4.4 to 8.3.4 - flask_pydantic from 0.11.0 to 0.12.0 - SQLAlchemy-Utils from 0.41.1 to 0.41.2 - pre-commit from 3.5.0 to 4.1.0 - black from 24.3.0 to 25.1.0 - factory-boy from 3.3.0 to 3.3.3
