This PR allows us to run the tests with PHPUnit 10. The tests use
phpunit/phpunitdirectly and obsolete the usage ofyoast/phpunit-polyfills.This PR adds a check with
is_readable()for reading local files and should solve the discussion from #826 (comment).refs #822
