Filing to track a potential issue: sigstore/model-transparency#532 seems to have hit some logid comparison issue where bundles created in Windows don't verify on Mac/Linux and vice versa:

• the TUF warning/info (Key xxxx failed to verify targets) are unrelated and should not be an issue
• posix verify fails with Verification failed with error: 'utf-8' codec can't decode byte 0x97 in position 3603: invalid start byte
• windows verify fails with Verification failed with error: invalid log entry: checkpoint: Signature not found for log ID
