It is important to maintain the quality and preserve the value of software over time. Improving and maintaining code health is done through general activity that is not necessarily tied to other specific goals, and may include error correction, enhancements of capabilities, deletion of obsolete capabilities, and optimization.

This is a special milestone to track code health PRs that don't fit under other existing milestones. Bug fixes that are specifically related to features under other milestones should go under those milestones instead.

Unlike most milestones, this one will never be closed. (TBD: or perhaps will be cycled periodically if having one huge never-ending milestone becomes problematic)
