Ultimately we want to migrate to Rust to increase our confidence of correctness, and to reduce time spent chasing down undefined behavior, etc. This MS is to set things up so that new code we write (or rewrite) can be in Rust.

Actually doing such rewriting is explicitly out of scope of this milestone, other than small proof-of-concepts to demonstrate that it now can be done.
