Goal is to prevent mutable borrow panics due to circular references

• ex: localhost network interface iterates over qdisc, calls socket.push(packet), socket processes packet and decides to send new packet, and pushes that new packet to the network interface causing a mutable borrow error
• we have decided to use a new global fifo queue for storing tasks (closures) we wish to run "immediately" before resuming the plugin
• these tasks in the fifo queue can be processed just after the syscall handler completes, but before we tell the plugin to resume
