This pull request updates the installation documentation to reflect that SGLang now defaults to CUDA 13. It removes the manual installation steps for CUDA 13 and updates the Docker notes to specify that CUDA 13 is the default, while providing instructions for CUDA 12 environments. I have no feedback to provide.
