Split the ModelOpt diffusion skill and its helper scripts out of #22365 into a stacked PR.

This is a stacked PR with base branch
bbuf/modelopt-diffusion-fp8so the diff stays focused on the skill/tooling split. After #22365 lands, this PR can be retargeted tomain.
