- Remove base64, bigdecimal, mutex_m from runtime dependencies - Add these gems to Rails 5.1, 5.2, 6.0, 6.1 appraisals - Fixes Ruby 3.4+ compatibility warnings for older Rails versions
- Group base64, bigdecimal, and mutex_m gems under a single shared comment - Replace three duplicate comments with one unified comment per appraise block - Apply to rails-5.1, rails-5.2, rails-6.0, and rails-6.1 blocks
