In #7771, we noticed that the windows jobs started failing to build scikit-image.

I'm not exactly sure if Python 3.13.5 is the true cause of this, but it is something that immediately stood out when comparing the last passing and first failing jobs. E.g.

• last passing windows-cp3.13-default
• first failing windows-cp3.13-default

I didn't yet check if all error messages are the same for all failing jobs.
