Complaining about missing numpy, not sure why it didn't come up before, after all we require numpy when running the tests, and those dependencies should have been installed for the release test environment, too.

I'm going ahead and roll back the tag and the last (changelog cleanup) commits in favour of making this fix, and then redo the tag tomorrow.
