This implements the feature requested in #2 (comment) (cc @Zeitsperre).

See keewis/reportlog-test#7 and keewis/reportlog-test#9 for examples. Works for no assignees (empty string, the default), a single user and multiple users (though all assignees have to have the commit bit).

If assigning multiple users remains a problem, perhaps creating a user group would be the workaround? I have that configured for other actions in my workflows (e.g. assign: myOrg/myProject-DevTeam).

I'll add you as outside collaborator to my little test repo, let's see if that helps. Otherwise, yes, we'd have to find a workaround

turns out that was it. So as long as all the users that are supposed to be assignees have push rights this works just fine. I'll merge and release.
