Is there anything (other than conflicts) blocking this from being merged? It should fix #1681 which would really be appreciated.

I've been focusing my effort around trying to split sbt code base up for 1.0, so 0.13 bug fixes has been on the back burner. If there's a big demand for 0.13.10 we could do a maintenance release.

Given the interest in #1681 perhaps we should detail that that is fixed in the notes.
