chore: add development docs and document how to use Podman#677

This allows to install only docker-compose command without any other Docker tools i.e. the docker command.
CONTAINER_RUNTIME is only needed when you have both Docker and Podman installed alongside each other. Normally either you have Docker installed or docker is alias for podman, and CONTAINER_RUNTIME is not needed.
Add configuration options necessary for running Podman.
