A similar approach to laser_filters::ScanShadowsFilter for depth images. Supports dynamic_reconfigure to modify parameters at runtime.

TODO:

• connected component filter? remove small components?
• convert to RangeImage and use RangeImageBorderExtractor.
• try implementing grid version of statistical outlier filter.
