This might lower the barrier to entry for outside patches.

I'm new to the project, but basically what I have in mind is a simple Makefile that spells out a few basic commands like

• format
• clippy
• different test groups

Update the Pull Request section in the README to inform people about formatting for new code. Maybe add a CI job is possible
