This PR reverts a previous change that added GCS synchronization for the fake GPU operator Helm chart, as it caused CI failures.
- Removes the
sync-chartjob that was uploading the Helm chart to Google Cloud Storage - Eliminates the dependency on the internal sync workflow and associated secrets
