This functionality was added in ros2/rcl#664 . While we are in here, revamp the logging documentation to be more correct as of Foxy. Also remove a bunch of redundant information in Logging.rst that is already in Logging-and-logger-configuration. Signed-off-by: Chris Lalancette <clalancette@openrobotics.org>

While we are in here, revamp the logging documentation to be
