Steps to reproduce issue

• use Bouncy fat archive
• try to build rosidl_generator_py in an overlay ws with tests enabled

Expected behavior

Build passes with typesupports being generated for FastRTPS / introspection.

Actual behavior

Builds fails since it tries to link against the Connext / OpenSplice typesupport libraries which can't be generated.
