[rclcpp_components] Make component manager public #1010

TL;DR: We've discussed about having the ros2_control's controller manager inherit from the rclcpp_components component manager as we would like to have similar functionality.

More info here: ros-controls/roadmap#7

In order to inherit though, the component manager header has to be modified to be a public header with virtual functions. Is there a reason why this is currently not the case?
