Windows CI build failure is unrelated: ros2/rclcpp#1726 , but since it was a build failure I'll run it again that nothing else fails to build because of this change. |

I was looking at this module because of ros2/rosidl_python#137, and I found a couple variables it sets are undocumented. I also added
PYTHON_SOABIto the list of variablesfind_package_handle_standard_args()thinks are required because it appears to be one.
