[Bug]: Rolldown Binary Size Increased

### What is expected?

no significant increase from .9 to .10

### What is actually happening?

Seems like the Rolldown binary install size increased by ~2MB from rc.9 to rc.10

According to @overlookmotel this is likely related to using 2 different ParserConfigs in different parts of the code, resulting in 2 parsers being built.
