Add an addonInjectionMode (or similar) to control how we handle addons. strict would be like it is now, enabling only the addons defined. relaxed would ensure the defined addons are enabled but not disabled any existing enabled addons. And ignore would ignore everything, leaving all enabled/disabled add-ons alone. This should reside on the profile so we an configure it per project.
