- Update workspace package version from 0.16.1 to 0.17.0
- Bump all internal plugin dependencies to consistent 0.17.0 version
- Add Star History chart badges to both README-CN.md and README.md
- Maintains Rust edition 2021 and rust-version 1.85.0 requirements
