Fixes issue
The ECR Helper had to be manually pinned to a previous version due to a lag in their release cycle.

This fixes the ECR Helper version pin to check the helper CLI version itself. Running the
make util-version-updatealso pulled in the latest actions/checkout release:How to verify it
