Assist with releasing from pull request #3607

Description

@fluffynuts

At work, we use the following (common) flow:

  • dev branches
  • work is done
  • pull request
  • review
  • release to prod from PR branch
  • confirm release is good
  • create release at GitHub
  • merge in PR branch

Lowest-hanging fruit:
The "Releases" tab on other pages is excellent -- and it would really help if it could be present on Pull Request pages, so I could middle-click, see the current version, draft release, etc. This would already save me quite a bit of effort.

Ultimate feature:
A button on the PR page which:

  • queries for current release versions
  • navigates to the "draft release" page with the version populated as a minor increment (user can still edit, so it's just a hint)
  • populates the release title and text from the PR
  • populates the release target from the PR branch

I'm not even sure how much of the above is possible, but it would be a super-power-util that we'd use at least once a day, up to perhaps 4 times a day, every day. I'm sure others would find it useful too (:
