Describe the bug

A tag with the prerelease version is tagged. I think this is bad because it'll clutter the tags. Also, given it's not a proper release

Expected Behavior

No tags pushed during a prerelease build

Current Behavior

A tag is pushed during the prerelease build

Steps to Reproduce

1. Run the prerelease action
2. Note that a tag is pushed to the repo
